Bombarded with the facts of an overabundance of energy use, food stores dwindling, and the over-population of the world, I am not sure if anyone should reproduce. Of course, I already have one biological child and do not feel the great pull to make sure a part of me lives on in the world.
Prices for food and gas skyrocket, disproportionate to the cost of living increasing. I have four children and the price for groceries alone is enough to question why anyone has children anymore. With that in mind, many pregnancies are unwanted and the adoption rate does not come close to helping those in need. The dichotomy of starving and unwanted children in the world to the obese 100 lbs 5 year olds on Jerry Springer disgusts me.
Although I hate to think about regulating the number of children individuals in a society can have, it may be a start to controlling some of the resource depletion that threatens our world. How can we expect to feed and house our growing populations? One possible solution would be one child allowed and you have to pay substantial fees to have more. That seems against the principles of our democratic society though and very elitist.
I hope over time that technology will enhance our ability to save our world and allow for our free standing society in which we have a food surplus, no one starves, the world is is safe from the evils of greenhouse gases and radiation, and the world will become more stable in the economy. But realistically, I cannot see that happening and can only hope that the we can outlast what we have done to the world.

You have one biological child and then 3 adopted children, correct? Then you should save the general (prejudicial) comment on "why would anyone reproduce" for the parents of the 3 children you adopted. They are the problem here, not the loving parents of 1,2,3 or 4 biological children. Is there a difference is raising 4 biological children and 4 adopted children? The answer is of course no... But, if you want to stop people from having children, then the obvious start would be with the parents of the 3 children you are now raising!
Charging people to have more than 1 child would only affect the middle class or wealthy. I that your goal? The poor and ignorant would still have babies, as they always do.... even when they can't pay for the child, let alone pay the government for braking your rule!!! So, your idea doesn't hold water. Only the well off would pay and the poor would still have too many kids...
Why do you not come to the obvious conclusion - sterilize deadbeat parents.
I've often heard the argument not to reproduce. But none understand the concept of replacement fertility rate.
At some point, a population cannot replenish itself. Since your argument among others have prevailed, the fertility rates have diminished to being below replenishment rates.
At some point a population cannot have enough babies to catch up. Many countries in Europe have past that point - as was communicated by some to the public (such as Germany).
Given few life experiences provide the challenge and reward, with corollary personal growth opportunity as parenting, its a pity people avoid having children or having only one. Given the fact children who grew up with siblings are statistically more emotionally stable than those who didn't, it is a pity parents choose to have only one child.
